Apparently, Kitty can make people fall asleep when talking to them. This is the same thing that happens with Keswick in Mind Trap. This also happens with Wanda from The Fairly OddParents.

Kitty's tail is missing just before Keswick rips off his clothes to go swimming in Mrs. Grizzlebaum's pool.
In Kid Stuff, T.U.F.F. rule #857 states that you can't fight bad guys in the presence of children but in this episode, Dudley and Kitty were fighting the Chameleon in front of children although they were trying to save the children.
Kitty boring people to sleep when she talks.
Dudley wanting to show the kids dangerous gadgets.
Dudley talking in a squeaky voice and then a deep voice.
