The following is a list of characters in T.U.F.F. Puppy.

Turbo Undercover Fighting Force (T.U.F.F.)[]

These characters are members of the Turbo Undercover Fighting Force (known as T.U.F.F.) , a crime fighting agency for good in Petropolis.

Dudley Puppy
Dudley Puppy Dudley, the main character, is a dim-witted, hyperactive white mixed-breed dog who wears nothing more than a black shirt and has a habit of chewing on his butt. Keswick's DNA analyzation shows that Dudley is the "perfect mix of every breed of dog known to man". Since each breed of dog has a special trait, (e.g. Bloodhound's sensitive nose, Greyhound's speed, German Shepherd's bravery) Dudley's overall "natural" skills makes him a formidable agent. Dudley is also quite gluttonous and childish which often is displayed by his lack of self control whenever he's hungry. However, despite his eccentric personality; his bravery and natural skills are an asset to T.U.F.F. in times of need. He is voiced by Jerry Trainor.

Kitty Katswell
Kitty Katswell Kitty is one of the main protagonists T.U.F.F.'s number one agent and by force, Dudley's partner and supervisor. Skilled in various fighting styles and use of firearms, short tempered, and easily startled, this feline is a force to be reckoned with. Not much is known about her past yet; but a few episodes mention that her birthdays as a child have been horrendous, and she spent eight years in Secret Agent College. Being a cat, she naturally fights with Dudley on various occasions; usually in kiddish slap fights as if they were siblings. However, as the episodes progressed, she warms up more and more to Dudley as he presents his courage, skill, and respect for her and T.U.F.F. and they later become heartfelt friends. Despite being more mature, Kitty can also be as childish as Dudley at times, as shown in "Share a Lair", when she laughs at Dudley's practical jokes towards Snaptap. She often wears a black spy suit over her white turtle neck, white boots, and white gloves-although she has been seen in other various disguises. She is voiced by Grey DeLisle.

Keswick
Keswick Keswick works for the T.U.F.F. headquarters as their primary inventor and genius scientist. He is so intelligent that he is able to rig inventions instantaneously with simple materials such as soup cans. He is prone to stuttering and to have spastic attacks such as Mr. Crocker. His teeth are similar to the teeth of Timmy Turner. Keswick's species is left ambiguous and both Dudley and Kitty are still left confused by his various animal traits which might not be limited to: a pouch, gills, webbed feet, and egg laying. Whether there is any significance to "what" Keswick is, his anatomical absurdities have been the highlight of jokes for one episode. It was revealed in "The Doomies" that he's not on good terms with his parents, who wanted him to be a doctor. He is voiced by Jeff Bennett.

The Chief
The Chief The flea who runs T.U.F.F. headquarters. Due to his small size, he is often shown using a special mobile device that enhances his image and voice when communicating to the other agents of T.U.F.F., although he can manage just fine if he rests on their heads or tails while talking. In "Cruisin' for a Bruisin'", it is revealed that he has Fabio-like hair. His real name is Herbert Dumbrowski who was considered the best T.U.F.F. agent during his youth by possessing super strength and combat skills. As he aged and became T.U.F.F.'s chief, he has succumbed to many various injuries and age related detriments; such as a bionic leg, artificial hip, and a slight case of senility. In the episode "The Doomies", it is revealed that despite his achievements, he can never escape from being trapped in a plastic cup. He is voiced by Daran Norris.

Agent Bossy Agent Bossy is a cow agent who appeared in Mall Rat and made a cameo in Share-A-Lair and The Wrong Stuff. It is unknown if she will appear again.

Agent Goldfish Agent Goldfish is a goldfish agent who only appeared in Thunder Dog. It is shown that she's afraid of toilets. It's unknown if she will appear again.

Agent Jumbo An elephant that works at T.U.F.F. who freaked out whenever she saw Agent Rodentski (actually The Chameleon in disguise) and stomped on him. She is voiced by Grey DeLisle.

KIL-R
KIL-R KIL-R, also known as Kyle by T.U.F.F., was an evil robot controlled by Verminious Snaptrap who almost destroyed T.U.F.F. but didn't because of his friendship with Dudley Puppy. Because of that he became a T.U.F.F. agent.

Agent Moby Agent Moby is a whale agent who appeared in A Doomed Christmas. Like Agent Jumbo, he smashed The Chief by accident.

Nocturnal T.U.F.F. Agents The Nocturnal T.U.F.F. Agents were seen only in T.U.F.F. Choices when they were shown foraging for food. Two raccoons and four opossums were present.

Agent Nutz
Agent Nutz Agent Nutz is a squirrel that serves as a visual gag whenever he freaks out about something completely random and often blows it up with his blaster, hence his name. He is voiced by Jeff Bennett.

Percival
Percival Percival was The Stink Bug's "not so evil" intern who first appeared in Law and Odor. He is a good-natured pig who speaks with a slight Southern accent. At the very end, he was hired for an internship at T.U.F.F. He is voiced by Will Matthews.

The Chief and Agent Rodentski.
Agent Rodentski A small mouse who's a field agent that works for T.U.F.F., but is actually The Chameleon in disguise. Agent Jumbo is apparently afraid of him. He is voiced by Butch Hartman.

Agent Scarecrow A scarecrow agent (hence his name) that works for T.U.F.F. who only appeared in Mom-A-Geddon.

Agent Seabiscuit
Agent Seabiscuit Agent Seabiscuit is a horse agent who only appeared in The Dog Who Cried Fish. He was shown when he was offended by The Chief's quote when he said, "I'm so hungry I could eat a horse." It is unknown if he'll appear again.

Agent Sea Cucumber
Agent Sea Cucumber Agent Sea Cucumber is a green-colored sea cucumber who wears a black leather jacket over a white shirt, jeans and black boots. He lives in a fishbowl, similarly to Agent Goldfish. However, his fishbowl has a jukebox inside it.

Agent Skunk
Agent Skunk Agent Skunk is a T.U.F.F. agent who appeared only in T.U.F.F. Choices. He is adverse to being wakened up, as he probably sprayed Keswick after he woke him up in the middle of the night.

Scary Jimmy
Scary Jimmy Scary Jimmy is a bull who works as a janitor at T.U.F.F. As his name suggests, he is a very suspicious and strange person.

Sally Mander Sally Mander is a secretary salamander that works for T.U.F.F.

Tammy
Tammy Tammy is a secretary rabbit that works for T.U.F.F. She was, for a little while, R.I.T.A.'s secretary. She speaks with sort of a southern accent. She is voiced by Grey DeLisle.

T.U.F.F. Troopers The T.U.F.F. Troopers are members of the Turbo Undercover Fighting Force. They have never been given any speaking roles.

Diabolical Order Of Mayhem (D.O.O.M.)[]

These characters are bad guys who work for the Diabolical Order of Mayhem (known as D.O.O.M.) , an organization whose sole purpose is to spread crime and villainy around Petropolis. A few unnamed and unvoiced characters are often in the background working in Snaptrap's lair. But often these characters merely serve as background art.

Verminious Snaptrap
Verminious Snaptrap An evil rat and leader of D.O.O.M., Snaptrap serves as the main villain in the series. He is a hot tempered and impatient villain will drop his minions into a shark tank if they ever fail or annoy him, usually his brother-in-law, Larry as a recurring joke. Possibly insane beyond healing, he speaks in a deranged voice with a lisp followed by the occasional gag of his eyes twirling. Ironically, even though he is a rat, he is allergic to cheese but often forgets or eats it by accident, causing him to swell to an enormous size. He has repeatedly tried to rid the world of cheese even attempting to blow up the moon before being told that it wasn't made of cheese. As revealed in "Operation: Happy Birthday", he still lives with his mother, and won't kill an opponent on their birthday, stating that "nobody's THAT evil!". He is voiced by Matthew W. Taylor.

Larry
Larry Snaptrap's nasally, dimwitted brother in law, Larry. Larry constantly infuriates his boss by either making mistakes, speaking against him, or saying something stupid. A running gag in the series is that Larry is always being thrown into the shark tank. It is possible that Larry might be a shrew because of his long nose and lack of ears. He is voiced by Jeff Bennett.

Ollie
Ollie A British-accented opossum, Ollie is usually the one who gives his boss something cheese related by accident, either forgetting Snaptrap's cheese allergy, or Snaptrap forgetting it himself. He tends to be Snaptrap's voice of reason, which Snaptrap often ignores. He is voiced by Jeff Bennett.

Francisco
Francisco An alligator with a stereotypical Chicago accent. He might be a parody of Wally Gator because of his purple hat. In "The Doomies", he reveals that he and Snaptrap share bunk beds, but it's unknown if he means at D.O.O.M., or in prison. He is voiced by Daran Norris.

Bad Dog
Bad Dog Bad Dog is a pit bull D.O.O.M. agent who wears a Punisher-looking T-shirt. He has no speaking roles yet. As a possible a tribute to The Fairly OddParents, Bad Dog's goatee is yellow and looks like an upside down fairy crown. In fact, throughout the series there are hidden crowns in backgrounds, but it is noticeable the most on Bad Dog. He is voiced by Daran Norris.

Leather Teddy
Leather Teddy A bear D.O.O.M. agent who likes to wear leather and wields twin bear-traps as weapons. He has no speaking roles yet.

Mole
Mole Literally a mole, he is also D.O.O.M.'s master of infiltration. He speaks with a French accent. He is voiced by Jeff Bennett.

Skunk Literally a skunk, he was an agent that was only seen once through the series and had no lines of speaking so far.

Agent Weaselman A weasel, who's a field agent that works for D.O.O.M., but is actually The Chameleon in disguise. He is voiced by Butch Hartman.

Snapbot
Snapbot The Snapbots were the hovering robotic enforcers of security and terror in the Snaptrap-controlled alternate universe. The Snapbots safeguarded Snaptrap's totalitarian rule, and enforced his weirdly specific laws.

Independent Villains[]

These other villains also cause trouble around Petropolis, but are not normally affiliated with D.O.O.M. and sometimes work against their fellow villains.

The Chameleon
The Chameleon A chameleon in a molecular transformation suit that allows him to transform his body into anything and anyone such as inanimate objects, cars, small insects, and even T.U.F.F. agents. An often recurring gag is his enjoyment of wearing eye wear, which do not cover his bulging chameleon eyes, and getting excited when he sees a bug to eat during fights. He has a particular grudge against Kitty as she was the first one to imprison him, although it has yet to be revealed how he came into possession of his suit. He also holds a grudge against D.O.O.M. for not being invited to any of their ice cream socials. He speaks with an accent similar to that of Peter Lorre and the Chameleon's top secret hideout looks like Bedrock from The Flintstones. He is voiced by Daran Norris.

Bird Brain
Bird Brain An evil birdbrained genius. He's a blue bottomed booby (bird) who is a flightless bird, so he uses a variety of gadgets to help him. Whenever his little lady hummingbird ally named Zippy tells him that he can fly if he only believes, Bird Brain often follows her advice naively only to plummet into something or someplace horrendous such as a cactus garden. His weapons invented are typically disguised as accessories such as bracelets, tiaras, money clips, or eggs. He is voiced by Rob Paulsen.

Zippy
Zippy Bird Brain's scatterbrained hummingbird sidekick, she constantly tries to encourage him to fly, but is oblivious to the fact that his species is unable to fly. She is voiced by Grey DeLisle.

Owl
Owl He is a henchman of Bird Brain, and Bird Brain is constantly annoyed by him and his catch phrase "Who?" much like Zippy's catch phrase "Why?" or Bat's "Where?".

Bat He is a henchman of Bird Brain, and Bird Brain is constantly annoyed by him and his catch phrase "Where?" much like Zippy's catch phrase "Why?" or Owl's "Who?".

Duck Duck is one of Bird Brain's more recent henchmen. He is a duck who has not spoken in the series thus far, except for when he said "quack."

Ewe Ewe is one of Bird Brain's more recent henchmen. She is a sheep with white fur and a pink hairbow.

Monster Booby
Monster Booby The Monster Booby is a creature created by Bird Brain. Because the Monster is another Blue-Bottomed Booby, he cancels out Bird Brain's extinction status.

Fly and Bird Brain.
Fly Fly is one of Bird Brain's henchmen, introduced in Bad Eggs. He is a small purple fly who has pointy hair. When Bird Brain says his name, Zippy, Owl, Bat and Duck start flying around him.

Holy Cow
Holy Cow Holy Cow is another one of Bird Brain's minions. He was first seen when Bird Brain said "Holy cow!" Holy Cow thinks Bird Brain called him, but Bird Brain said "Not you, Holy Cow."

Peck Me Peck Me is a goose henchman of Bird Brain. His name was often mispronounced "Peekme." Peck Me first appears in Barking Tall where he accompanies Bird Brain into attacking the Kite Store. A running gag is that whenever someone says "Peck Me," everyone pecks that person.

Keswick and R.I.T.A.
R.I.T.A. When the T.U.F.F. headquarters toaster broke, Keswick was put to work to fix it. Instead, he managed to create a toaster with advanced robotics. R.I.T.A. is an acronym for "Robotic Interactive Toasting Appliance" and has adapted to enhance not only herself, but electronic equipment around her. Eventually, her success at catching criminals landed her a promotion, but she became mad with power and sought to take over the city as a giant robot. Luckily, Dudley and Kitty managed to thwart her plans by short-circuiting her in the lake, but it is uncertain if she will make another appearance. At the end of the episode, Keswick admits being in love with her. R.I.T.A. seems to be a parody of robot supervillains such as Skynet, Ultron, and HAL 9000. Her only appearance so far is in the episode "Toast of T.U.F.F." She is voiced by Grey DeLisle.

Two evil rabbit figure skaters who cheat by eliminating the competition. Snowflake speaks in a stereotypical southern accent who is quite devious and fools others easily with her friendly personality. Her brother Slush however is extremely unintelligent and expresses himself as a comical dope. They appeared in the episode "Chilly Dog". They are voiced by Mary Birdsong and Dave Boat

Mad Cow
Mad Cow (female) A female cow supervillain who Dudley accidentally froze with a freeze ray in "The Doomies". Her name comes from mad cow disease. Not much else is known about her. She had no speaking lines. A bull villain with the same name is seen in Dog Dish(trying to escape from jail thanks to D.O.O.M. but stopped by Kitty and Dudley) and in "Snap Dad" escaping from jail.

Mad Cow
Mad Cow (male) A bull, who's an inmate at Petropolis Prison, that almost escaped by D.O.O.M., but was stopped by Kitty and Dudley. He later successfully escaped in "Snap Dad".

Wild Turkey A turkey, who's an inmate at Petropolis Prison, that almost escape by D.O.O.M., but was stopped by Kitty and Dudley.

Crazy Horse A horse that's obsessed with chainsaws, who's an inmate at Petropolis Prison, that almost escape by D.O.O.M., but was stopped by Kitty and Dudley.

Jack Rabbit A former T.U.F.F. agent and was Kitty's partner, later she met up with him and he tried to get her to leave T.U.F.F. He is voiced by Daran Norris.

King Mutt King Mutt was a once living dog king (pharaoh) who only appeared in The Curse of King Mutt. Allegedly, there is a curse that has to do with him.

The Stink Bug
The Stink Bug The Stink Bug is Petropolis' worst-smelling villain and is the main antagonist in Law and Odor. He is voiced by Carlos Alazraqui.

The Lunch Lady Bug Lunch Lady Bug The Lunch Lady Bug is a villain who works as a lunch lady at Petropolis High School and makes disgusting food. She tried to drown everyone at the high school reunion, because no one likes her food. She was, however, stopped by Dudley and Kitty.

Bluffalo Bluffalo Bluffalo is a new member of F.L.O.P.P. who appeared in Bluff Puppy. He gave the team the idea causing false alarms to T.U.F.F. that they were doing evil plans so that they wouldn't believe them when they did a real evil plan.

Peg Puppy Dudley's overprotective and somewhat naive mother. She isn't too fond of Dudley being a secret agent because it is dangerous, but allows him because it makes him happy. But she really wishes that Dudley would wear pants. She never gets Kitty's name right, usually calling her Mitzy, and assumes that she's Dudley's lazy secretary. She is voiced by Lesile Carrara-Rudolph.

Little Chipmunk Girl
Little Chipmunk Girl Making one appearance in the episode Mall Rat, her impact as a character was memorable to many fans. Large glassy eyes, she speaks to others with her notion of innocence in distraught situations. She was first seen in the episode "Mall Rat". She is voiced by Grey DeLisle.

Mrs. Katswell Kitty's unnamed mother. She somewhat resembles her daughter with the exception of her stripes. She is voiced by Grey DeLisle.

General Warthog A warthog that is the general of Petropolis' army. Like The Chief, he is a little past his prime and has false teeth.

The Mayor of Petropolis.
Mayor of Petropolis (former) The Mayor of Petropolis (former), or the Mayor, is an official of the local government. Snaptrap tried to run him over with a hamster wheel and then take his place. However he was stopped by Dudley, and the Mayor was saved.

Dorothy Camel
Dorothy Camel Petropolis' local news reporter. Being she is a camel, her catchphrases often expresses her not being thirsty in accordance to her hump.
